Anyway the second program is not successful as the first one. The reason is simple. “Enforcing law is impractical”. Successful recycling programs are those that make people easy to recycle the thrash. The most successful move is to provide thrash containers in the city so that recyclers can collect them easily. This method is widely practiced nowadays.
